浙江省省会杭州将供地200多万平方米，用于建设人才保障房，这些人才包括艺术家、企业家甚至政府官员，他们可以用市场价的一半的价格购买这些房子。

在上面的报道中，social security housing fortalents就是“人才保障房”，即为各类人才提供的保障房。本来社会就两级分化严重，低收入群众要彻夜排队等affordablehousing(经济适用房)的房号，而有些社会名流却还享受housingsubsidies(住房补贴)，这对低收入群众无疑是一种刺激。有人认为这是违反principles of equality andfairness(公平公正原则)的`。
