After almost one year of discussion and revision, the State Council, orChina's cabinet, Wednesday started soliciting public submissions on the secondversion of the much-discussed draft regulation on expropriation of houses onstate-owned land and compensation。

在经过近一年的讨论和修改后，国务院本周三开始就广泛热议的《国有土地上房屋征收与补偿条例(第二次征求意见稿)》公开征求社会意见。

在上面的报道中，expropriation of houses就是“房屋征收”，也有报道用houseexpropriation来表示，指为了保障国家安全、促进国民经济和社会发展等公共利益的需要征收房屋。Expropriation的意思是“政府或权力机构征用，没收(私有财产)”，动词形式为expropriate，例如，expropriateland for a public park(征地建公园)，expropriate someone from hisestate则是“没收某人的财产”。

在征收房屋的过程中有时住户不愿合作，拒绝搬迁，这类住户被称为nailhousehold(钉子户)。英文里有个类似的表达，叫做holdout。为了拔除钉子户，可能就会发生forced demolition andrelocation(强制拆迁)并可能酿成惨剧。
