十大社会热点重排座次

“医改、养老、物价”排前三 “社会治安”由靠前掉至第十

沈阳晚报讯(记者 郭宏颖)沈阳老百姓最关注哪些社会热点问题?10月22日，国家统计局沈阳调查队公布对市内五区2000户居民家庭的相关民生调查，结果显示，沈阳居民关注度最高的十大社会热点问题依次是：医疗制度改革、养老、物价、社会保障制度改革、就业、收入分配差距问题、房价调控、食品安全、教育体制改革、社会治安。

据统计专家介绍，近几年，随着沈阳经济快速发展，人民生活水平不断提高和政府工作重心的转移，人们关注的社会热点也在不断发生变化。社会治安、教育体制改革和收费、就医难、看病难、中小学生入学难、反腐倡廉等前几年的社会热点问题，已经陆续得到缓解和改善，而医疗制度改革、养老、物价、社会保障制度改革以及收入分配差距等问题，则成为当前人们关注的焦点。

据调查，居民关注度较高的十个社会热点问题依次为：医疗制度改革(45.3%)、养老(44.6%)、物价(38.4%)、社会保障制度改革(26.8%)、就业(21%)、收入分配差距(20.6%)、房价调控(16.6%)、食品安全(14.3%)、教育体制改革(14%)、社会治安(13%)。

在这些热点问题中，位次变化最大的是社会治安，由前几年的排名靠前到现在位列第10，显示出市民对沈阳城市安全感的认同。统计专家表示，这得益于近年来，沈阳市为稳定社会治安所推出的一系列措施，使全市已经建立起较为严密的社会治安防控网络，治安状况明显好转。

这些问题是平时老百姓议论最多的问题,同时和老百姓生活息息相关的问题。

是环境问题是指由于人类活动作用于周围环境所引起的环境质量变化，以及这种变化对人类的生产、生活和健康造成的影响。人类在改造自然环境和创建社会环境的过程中，自然环境仍以其固有的自然规律变化着。社会环境一方面受自然环境的制约，也以其固有的规律运动着。人类与环境不断地相互影响和作用，产生环境问题。

环境问题多种多样，归纳起来有两大类：一类是自然演变和自然灾害引起的原生环境问题，也叫第一环境问题。如地震、洪涝、干旱、台风、崩塌、滑坡、泥石流等。一类是人类活动引起的次生环境问题，也叫第二环境问题。次生环境问题一般又分为环境污染和环境破坏两大类。如乱砍滥伐引起的森林植被的破坏、过度放牧引起的草原退化、大面积开垦草原引起的沙漠化和土地沙化、工业生产造成大气、水环境恶化等。
